Effective October 15, 2007 Canada Customs to eliminate of paper release options under the Pre-Arrival Release System (PARS) and Release on Minimum Documentation (RMD)
In conjunction with mandatory line release requirements imposed by Canada Border Services Agency (CBSA) effective April 1, 2007 at the Ambassador Bridge, Windsor, CBSA is now expanding mandatory line release by effectively removing the paper PARS and RMD release option, effective October 15th, 2007.
What does this mean?
CBSA is committed to moving the commercial program forward and stakeholders will be in a better position for phase three of ACI - Advanced Commercial Information know as eManifest.
Elimination of paper at the time of release is a precursor to eManifest and will ensure that border officers are focused on an environment that promotes safety and security, while at the same time facilitation of trade.
Exceptions
There are certain situations whereby transmission of data by way of EDI to CBSA is not feasible due to certain existing parameters. The following scenarios are considered to be exceptions and therefore paper documentation will be allowed for release.
- Goods that are subject to another government department (OGD) where there is no EDI link between CBSA and the other government dept or agency.
- The invoice represents more than 999 lines.
- There is more than one warehouse sub location code.
- The release transaction covers multiple highway cargo control numbers.
- Paper Y50 (Reject Control Document) has been issued by CBSA which is reflective of an LVS courier/low value shipment.
- Goods moved into a bonded warehouse - this release option still remains paper based.
- Goods to be released from a Queens warehouse.
- CBSA/importer/broker systems outage - CBSA makes the determination on a case by case basis.
- Temporary Importations - E29B and 1/60th Entries.
Other service options
PARS and RMD
ACROSS provides utilization of EDI to transmit both PARS and RMD service options to CBSA. This also includes OGD's that have an EDI link with CBSA.
EDI PARS can be transmitted up to 30 days in advance of the cargo's arrival. In the event that the carrier has not notified the broker/importer prior to arrival of the cargo, the release can be transmitted as an EDI PARS driver waiting (DW).
